Golf Cart Information
The City of Indian Harbour Beach adopted the Golf Cart Operations Ordinance on February 10, 2026. See below for a summary of the ordinance as well as a link to the full ordinance.
New Golf Cart Ordinance Adopted by the City of Indian Harbour Beach
The City has adopted a new ordinance updating rules for the safe operation of golf carts within Indian Harbour Beach. The ordinance clarifies where golf carts may be used, who may operate them, required equipment, and important safety restrictions. Residents are encouraged to review these changes to ensure safe and lawful operation.
Golf Carts vs. Low-Speed Vehicles (LSVs)
Although they may look similar, golf carts and LSVs are regulated differently under Florida law. Golf carts travel up to 20 mph and may operate only on designated City streets, while LSVs are registered, insured vehicles that may operate on roads with speed limits under 35 mph and may cross certain state roads. If a cart exceeds 20 mph, it is considered an LSV and must comply with applicable state requirements.
Where Golf Carts May Operate
Golf carts are permitted on most City streets except S. Patrick Drive, SR A1A, and Banana River Drive from S. Patrick Drive to Mathers Bridge. These roadways are controlled by the Florida Department of Transportation or Brevard County and have higher speed limits. Currently, no approved golf cart crossings exist on S. Patrick Drive or SR A1A.
Who May Operate a Golf Cart
Operators must be at least 18 years old with a valid driver’s license. Individuals under 18 may operate a golf cart only if they have a valid learner’s permit and are accompanied by a licensed driver.
Required Equipment
All golf carts must have efficient brakes, reliable steering, safe tires, a rear-view mirror, and red reflectorized warning devices. Additional equipment—such as headlights, mirrors, turn signals, a horn, and seatbelts—is required when operated by an unlicensed driver or when operating at night. Night operation is allowed only if proper lighting, signals, and a windshield are installed.
Safety Restrictions
Golf carts may not be operated on sidewalks or on grassy or path areas within City parks. They may be driven only in designated parking areas when visiting parks. Violations are subject to State Uniform Traffic Citations rather than City citations, with fines depending on the offense.
Inspections and Assistance
No City registration or inspection is required; however, voluntary safety inspections are available through the Indian Harbour Beach Police Department at no cost.
Residents with questions are encouraged to contact the Police Department. The City reminds all operators to drive responsibly and prioritize safety at all times.
