City Manager's Team

City Manager John W. Coffey, ICMA-CM, became the fourth City Manager in the history of our community on May 16, 2022. He previously served as Community Manager of Barefoot Bay Recreation District for 8.5 years; as a Senior Governance Special with the U.S. State Department on a joint civilian-military team in Kandahar Afghanistan; as a Local Governance Advisor to Iraq with the U.S. State Department via ICMA International in Western Anbar Province, Iraq; as the Budget Administrator of the City of Palm Bay; and other positions in local government. Mr. Coffey graduated from Florida State University where he obtained a Master's Degree in Public Administration. His undergraduate degree is a Bachelor's in Political Science with High Honors from the University of Florida. 

Assistant to the City Manager, Orrie Covert, Originally from Kansas City, Missouri, Mr. Covert came to Indian Harbour Beach shortly after graduating from Rockefeller College of Public Affairs with a Master’s Degree in Public Administration to fill this new position at the City. Having Studied Information Technology, Digital Governance, and Public Policy Mr. Covert looks to start what he hopes to be a long career in public service working for local government. As Assistant to the City Manager, Mr. Covert works to secure grant funding, oversees projects, conducts policy research, and handles public outreach and correspondence. 

The City of Indian Harbour Beach prides itself on the high quality of customer service we provide our residents, businesses, and visitors. Our city operates under the Council-Manager form of government where the City Council appoints a paid professional City Manager to oversee the City's day-to-day operations. By City Charter, the City Manager reports to the Mayor and City Council, who adopt policies for the Manager to carry out.

As City Manager, I am helping the community achieve my goal of excellence in local government. As a part of this goal, my door is always open. If for some reason my schedule does not permit me to meet with you, I will return your call or schedule a time when we can meet.
